			<content:encoded><![CDATA[<p>US President Barack Obama is due to meet BP executives after vowing to make the oil company pay for the Gulf of Mexico oil spill.</p>
<p>In his first TV address to the nation as president, Mr Obama said he would tell BP&#8217;s chairman the firm must set up a fund to compensate those affected.</p>
<p>Oil has been leaking into the Gulf since a drilling rig leased by BP blew up on 20 April, killing 11 workers.</p>
<p>BP has been accused of failing to follow proper procedures.</p>
<p>As oil has washed ashore in Gulf coast states, affecting businesses and wildlife, the rhetoric from US politicians has become increasingly bitter and the firm&#8217;s share price has tumbled, with billions of dollars being wiped off its value.</p>
<p>Mr Obama invited BP chairman Carl-Henric Svanberg to the White House meeting. The Associated Press news agency quotes BP as saying that group chief executive Tony Hayward, BP America president Lamar McKay and managing director Robert Dudley will accompany Mr Svanberg.</p>
<p>It will be Mr Obama&#8217;s first face-to-face meeting with them since the oil leak began.</p>
<p>&#8220;I will meet with the chairman of BP and inform him that he is to set aside whatever resources are required to compensate the workers and business owners who have been harmed as a result of his company&#8217;s recklessness,&#8221; Mr Obama said in his address from the White House&#8217;s Oval Office.</p>
<p>&#8220;And this fund will not be controlled by BP. In order to ensure that all legitimate claims are paid out in a fair and timely manner, the account must and will be administered by an independent third party.&#8221;</p>
<p>In response to the speech, BP said in a statement that it shared Mr Obama&#8217;s goal of cleaning up the oil spill and helping the people affected by it. <span id="more-1148"></span></p>
<p>The firm said it was looking forward to Wednesday&#8217;s meeting &#8220;for a constructive discussion about how best to achieve these mutual goals&#8221;.</p>
<p>Estimates of how much oil is gushing out of the well have again risen dramatically.</p>
<p>A government panel of scientists now believes 35,000-60,000 barrels are leaking each day, up from its estimate last week of 20,000-40,000.</p>
<p>BP managed to place a cap over the leaking oil pipe earlier this month, and is now siphoning off some of the oil.</p>
<p>Clean energy call</p>
<p>In his address, Mr Obama described the spill as an assault on the shores and citizens of the US that tested the limits of human technology.</p>
<p>&#8220;We will fight this spill with everything we&#8217;ve got for as long it takes,&#8221; he said.<br />

<p>And he said it demonstrated the need to end the US &#8220;addiction&#8221; to fossil fuels and embark on a future fuelled by clean energy.</p>
<p>&#8220;I say we can&#8217;t afford not to change how we produce and use energy &#8211; because the long-term costs to our economy, our national security, and our environment are far greater,&#8221; he said.</p>
<p>But he gave few details and made no pledges about specific legislation, instead promising to look at ideas from Republicans and Democrats on the issue.</p>
<p>Presidents use Oval Office addresses for what they regard as vital national issues.</p>
<p>The speech came as opinion polls suggest a majority of Americans disapprove of how Mr Obama has handled the crisis &#8211; the worst environmental disaster in US history.</p>
<p>The Republicans were quick to criticise the address, with party chairman Michael Steele accusing Mr Obama of exploiting the crisis for his own political gain.</p>

			<content:encoded><![CDATA[<p>KHARTOUM (Reuters) &#8211; President Omar Hassan al-Bashir won the first open election in 24 years in Sudan, a result that confirms the position the leader wanted for war crimes by the International Criminal Court. </P> </p>
<p> Abel Alier The election official told a news conference that Bashir did 68 percent of the votes of the presidential election, while Salva Kiir, president of the semi-autonomous southern region, won reelection with 92.99 percent of votes in the contest. </p>
</p>
<p> After a vote that international observers said fell short of global standards, is expected to form a coalition with Bashir Kiir while country is heading for a plebiscite in 2011 which could lead to a separation of southern Sudan and become a new state. </p>
</p>
<p> Bashir hoped a victory in legitimate elections could help to challenge request of the International Criminal Court, which is accused of ordering a campaign of murder, torture and rape in the Darfur region of Sudan. </p>
</p>
<p> But the vote was marred by accusations of fraud, including claims of the People&#8221;s Liberation Movement of Sudan, Kiir, suggesting that a new coalition could be very fragile. </p>

<p> The current coalition government of Bashir and Kiir has gone through a tough stage in the last five years since the signing of a peace agreement in 2005 that ended more than two decades of civil war between northern and southern Sudan. </p>

<p> Human Rights Organization Watch said the victory did not give additional legal immunity against the charges of the court. </p>

			<content:encoded><![CDATA[<p>Ministers of Environment of the block called BASIC-Brazil, South Africa, India and China, met in Cape Town to assess how to be expedited to such an agreement to reduce global warming. </P> </p>
<p> &#8220;The Ministers believe that a legally binding would result in Cancun, Mexico in 2010, or up in South Africa in 2011 &#8220;they said in a joint statement, referring to UN climate talks. </p>
</p >
<p> Jairam Ramesh, Minister of Environment and Forests of India, told reporters: &#8220;At this point it seems that we will return to Cape Town in 2011. There is no progress in sight &#8230; we have a long way &#8220;. </p>
</p>
<p> Kyoto Protocol, the U.S. has not ratified, binds about 40 developed nations to cut emissions in the period 2008-12. The UN meetings on climate have failed to achieve a legally binding agreement over what happens after 2012. </P> </p>
<p> More than 100 countries have endorsed a nonbinding agreement, agreed last year Copenhagen, to limit global warming to below 2 degrees Celsius over pre-industrial times, but did not explain how this should be achieved.  <span id="more-1128"></span> It included a target of 100,000 million dollars in aid to developing nations from 2020. &#038;ame9bp;lt;/P> </p>
<p> United States supports the Copenhagen agreement, but many emerging economies do not want to supplant the UN Climate Convention 1992, which more clearly explains that rich nations must take first place in reducing emissions and combating climate change. </p>
</p>
<p> BASIC proposed ministers on Sunday use 10,000 million dollars in &#8220;quick-start funding&#8221; this year to test and demonstrate ways to adapt and mitigate climate change. </p>
</p>
<p> They said the world can not wait indefinitely to U.S. the second largest carbon emitter after China adopted national legislation required to conclude the negotiations. </p>
</p>
<p> A bipartisan working group on Saturday delayed a compromise bill with the U.S. climate change a top priority of President Barack Obama has been closely watched by other nations skeptical of U.S. commitment to combat global warming. </p>

<p> Arizona Governor Jan Brewer on Friday signed SB 1070, for the first time U.S. forces from state police to identify and detain illegal migrants. </p>
</p >
<p> some 460,000 undocumented immigrants live in Arizona, a state bordering Mexico. </p>
</p>
<p> Living and working in the United States without papers is already a crime, but federal level. </p>
</p>
<p> Dozens of police districts have signed agreements with the federal government to serve as immigration officers, but only from other crimes. </p>
</p>
<p> The new law Arizona requires the police to stop people from &#8220;reasonable doubt&#8221; that may be illegal. </p>
</p>
<p> If they do, they can be sued by citizens of the state. </p>
</p>

<p> Senate leaders, Harry Reid, and House of Representatives, Nancy Pelosi, aimed at that direction this week. </p>
</p>
<p> Democrats can &#8220;push now and then to say during the election campaign that at least tried,&#8221; said Tamar Jacoby, president of ImmigrationWorks, a coalition of business people who fight to achieve comprehensive immigration reform. </p>
